Who is UVCares?
In 2018, UVCares was certified by the Washington Secretary of State’s office as a nonprofit charity organization and an IRS approved 501c3 status charitable organization. This means that both the State of Washington and the Federal Government via the IRS has reviewed and approved our organization to operate based upon the mission of UVCares and all donations that we receive are entirely tax deductible.
What is the Mission of UVCares?
We believe in the basic premise that physical and emotional well-being are equally important for the overall health of every person and should be accessible to all. Our mission is to remove the four main barriers to mental healthcare that include availability, financial, individual awareness of need and overcoming cultural biases.

John Fishburne, PhD
Dr. Fishburne is the Secretary of the Board of Directors. He is a graduate of the University of Arkansas, Fayetteville and completed his internship at Portland Veterans Administration. He has been in private practice since 2006 and worked at Cascade Medical from 2014 - 2016. Dr. Fishburne is passionate about helping others achieve mental well-being and has dedicated himself to helping others in many different capacities. Dr. Fishburne supports evidence-based methods and believes that therapuetic success is achieved when the client has gained a balance of skills in which to manage their life and learns that they no longer need counseling because they have found their own sense of self and their own power that exist within them.
UVCares Board of Directors
The Board of Directors is the strength that is interlaced throughout the foundation of the organization. The Board of Directors consist of highly educated and experienced professionals who share a common passion for the benevolence of humanity and have dedicated a part of themselves toward helping others. Although each member on the Board of Directors is capable of working independently, it is the team approach that is used to ensure that all strengths are combined through efficient and respectful interactions to bring the highest quality of forward movement for the success of the organization which, ultimately, brings success to meeting the needs of those that we serve.
Rochelle Thompson Shugrue
The Advisory Council consist of volunteer community members who share a passion for the mission of UVCares which is to support free mental health. The council perfoms an important function to UVCares. Their mission is to operate as a 'think tank' by coming together to discuss and share perspectives on the activities of UVCares, challenges facing UVCares and possible new services that UVCares could bring to the community. Their collective perspectives is invaluable to UVCares and therefore, those that we serve. If you see them in the community, please take a moment to thank them for their service to the UV communities. We are grateful!
Rebekah Subido, Executive MBA
Ms. Subido is the President of the Board of Directors and the acting Executive Director of the organization. Ms. Subido holds an Executive Master of Business Administration as well as a Bachelor of Arts in Social Sciences with a concentration in psychology. She brings to the Board extensive experience in the field of psychology associated with the Superior Court as well as extensive experience with business operations. Additionally, she is a Professor with the Carson College of Business at Washington State University and teaches both undergraduate and graduate courses.
Maury Hafermann, MD
Dr. Hafermann is the Vice President of the Board of Directors. He is a graduate of Dartmouth College and the University of Washington School of Medicine. He came to Leavenworth in 1999 following residency training in Family Practice in Boise, Idaho. Dr. Hafermann was a member of Cascade Medical Center’s active physician staff through 2014 and worked in the full range of Leavenworth care settings that included outpatient clinic, hospital, ER, Assisted Living, Skilled Nursing Facilities, and home visits. Dr. Hafermann has continued to dedicate his skills and compassion through volunteer service that has included teaching visiting medical students at Cascade Medical Center, Board Membership for Mountain Meadows Assisted Living and the Wenatchee River Institute, Boy Scouts of America, Youth Soccer, and Habitat for Humanity.
